Getting Out of the Way: Education Flexibility to Boost Innovation and Improvement in Ohio

Client: Thomas B. Fordham Institute

As the state of Ohio looks to deregulate its education system in favor of for individualization and customization, our brief looks at the ways Ohio policymakers can use this new flexibility to increase student achievement. Based on research of other states and interviews with Ohio education leaders, we recommend several avenues, including: (1) Rolling back archaic legislation (we flag areas ripe for repeal); (2) Providing for a simple waiver process that districts can use; and (3) Creating a culture where deregulatory activity becomes normal and expected, not the exception.
