State Plans to Ensure Equitable Access to Excellent Educators: Guidance and Examples for States

In 2015 the U.S. Department of Education announced that it would require all 50 states to develop equity plans to ensure that all students have access to excellent educators. In this publication we use draft equity plans developed by three of the Reform Support Network’s pilot states to demonstrate several approaches to the development of state equity plans. We summarize how each state addressed each component of the equity plan and describe their insights from their experience. The publication includes four key lessons for states developing their own equity plans: 1) Invest in data collection and analysis; 2) Assign a project manager who can delegate tasks and engage stakeholders; 3) Build a theory of action; and 4) Work with others to develop the plan.
