In 2019, Education First partnered with the Los Angeles County Office of Education (LACOE) on the potential for a county-level foundation that would drive education innovation, excellence and impact across LA County. Once LACOE established the Greater Los Angeles Education Fund (Greater LA), Education First led the new foundation through its inaugural strategic planning process.
The team’s research and analysis identified key equity-related challenges—as well as structural and systemic barriers facing LACOE and its partners—affecting students, families and schools across LA County. Education First found that schools and communities need additional supports to address the challenges of structural inequity and the needs of today’s diverse learners. Education First then co-developed a theory of action for Greater LA strategy with LACOE’s Cabinet and Greater LA’s president, as well as an implementation plan for the foundation’s initial strategies.
